Jordan Downs Community Revitalization

Overview
The Jordan Downs redevelopment is transforming a 700-unit public housing community
into a 1,585-unit mixed-income neighborhood with new parks, a community center, retail,
and supportive services. Delivered through a multi-phase “Build First” approach, the
program minimizes resident displacement while advancing a large-scale urban
revitalization effort.

JOA’s Role & Impact
JOA serves as the Owner’s Representative and Construction Manager, leading coordination
across the P3 development team, public agencies, and stakeholders. JOA has played a critical
role in advancing multiple completed phases while maintaining alignment across complex
infrastructure, environmental, and community considerations.

Capital Improvement Program Systems Integration

Overview
JOA supported Los Angeles World Airports (LAWA) in advancing its multi-billion-dollar
Capital Improvement Program by developing integrated digital tools to improve
transparency, financial tracking, and program oversight.

JOA’s Role & Impact
JOA led the development of integrated program controls and digital systems to improve
financial transparency, streamline task order management, and enhance decision-making
across the CIP.

Taxiways A, D, and E Reconstruction

Overview
The Taxiways A, D, and E Reconstruction project at John Wayne Airport is a $102 million
multi-phase effort to improve airfield safety, durability, and operational efficiency.

JOA’s Role & Impact
JOA led construction and project management efforts, driving schedule optimization and
proactive risk mitigation while maintaining uninterrupted airport operations.

SR-91 Corridor Improvement Program

Overview
The SR-91 Corridor Improvement Program expanded capacity and improved mobility along
one of Southern California’s most heavily traveled corridors.

JOA’s Role & Impact
As part of the broader $1.4 billion corridor program, JOA supported the Electronic Tolling
and Transportation Management system (ETTM), providing project management and
systems integration services.

James A. Musick Jail Expansion

Overview
The James A. Musick Jail Expansion is a $350 million project delivering new inmate housing
and support facilities across a large campus in Irvine.

JOA’s Role & Impact
JOA provided project management services, supporting coordination across stakeholders
and maintaining alignment between construction and operational requirements.

Rose Hill Courts Redevelopment
