Overview
The Jordan Downs redevelopment is transforming a 700-unit public housing community
into a 1,585-unit mixed-income neighborhood with new parks, a community center, retail,
and supportive services. Delivered through a multi-phase “Build First” approach, the
program minimizes resident displacement while advancing a large-scale urban
revitalization effort.

JOA’s Role & Impact
JOA serves as the Owner’s Representative and Construction Manager, leading coordination
across the P3 development team, public agencies, and stakeholders. JOA has played a critical
role in advancing multiple completed phases while maintaining alignment across complex
infrastructure, environmental, and community considerations.
