Monrovia Public Health Center
Client Background
Monrovia Public Health Center is a 7,786 SF building original constructed under the 1952 edition of the Los Angeles County building code. The center provides health services for people of all ages in Los Angeles County.
Project Overview
The key elements of this project included replacement of the aging HVAC system, which had experienced increasing rates of mechanical and engineering failure resulting in periodic service interruptions. In addition, plumbing was repaired, lighting areas were replaced, and a fire alarm system was added. Site work included repair of damaged curbs, paving, and handrails as well as replacement of sewer lateral, ramp, and stairs. Interior work included accessibility upgrades such as toilet rooms, registration desk, casework, and drinking fountain. Additional interior work included replacement of flooring and acoustical ceiling tiles and repair of damaged interior finishes. On the exterior, overhead louvers, damaged exterior finishes, and paint were repaired.
Our Role
JOA Group provided review of Job Order Contract price proposals. Responsibilities included collecting and evaluating existing information including plans, specifications, and hazmat reports; conducting quantity takeoff and construction catalog verification; incorporating line item comments into Gordian Cloud; participating in negotiation meetings with the Contractor and County of Los Angeles Public Works representative to resolve line items differences.
Project Challenges
The main challenge was to finalize the price with the contractor within 2 days after JOA Group’s review was completed and submitted. JOA Group and the County met with the contractor two days after the initial review was complete and were successful to resolve the differences that same day. A key factor in this success was JOA Group’s complete and defensible comments during their initial review.
