Client Background

The center provides public health services for people of all ages in the Los Angeles area including Whittier, East Los Angeles, South East Los Angeles (San Antonio), and Bellflower Health Districts.

Project Overview

This deferred maintenance project objective was maintenance-related, including but not limited to the following: civil reconstruction, refresh of finishes, ADA upgrades, update fire alarm and plumbing, new fire sprinkler system, new fixtures, and ceiling.

Our Role

JOA Group’s role was to perform a cost estimate review of the Job Order Contract (JOC) Submitted Proposal by the contractor for this project, and to ensure that the costs are aligned with the Construction Task Catalogue and Factors, by completing quantity and takeoff calculations and recommendations for non-pre priced items.

Project Challenges

The Owner’s Representative of LA County of Public Works had asked for a quick turnaround of the cost estimate review – in just over a week. Usually, cost estimate reviews of this magnitude require 2-3 weeks minimum review. JOA Group worked to meet this objective. Ultimately, we were able to negotiate with the contractor to reduce the cost estimate down from $3.6M to $3.3M, saving taxpayers $300K.
